The Chief Medical Officer (CMO) is responsible for providing clinical leadership, fostering superior quality patient care, ensuring strategic goals are achieved, and supporting the timely recruitment and retention of clinical staff at CCI Health Services (CCI). The CMO works cooperatively and effectively with the Chief Executive Officer (CEO) and the Senior Leadership Team (SLT), utilizing a balanced and collaborative approach that incorporates the perspectives of all disciplines involved in the health centers’ services. This collaboration supports the successful achievement of annual business objectives and long-term strategic goals. The CMO provides senior-level leadership for quality of care, provider productivity, and clinical training, and delivers effective and efficient patient care during the required clinical time while maintaining compliance with established clinical protocols. The CMO is also responsible for the preparation and maintenance of clinical care policies and procedures. The Chief Medical Officer reports directly to the Chief Executive Officer.

Leadership in Mental Health Services

The role provides strategic and operational leadership for all mental health services at CCI, ensuring alignment with organizational goals, regulatory requirements, and best practices in integrated care.


Program Leadership & Strategy

  • Direct and oversee all mental health services at CCI

  • Ensure alignment with organizational goals and regulatory requirements

  • Oversee integrated behavioral health programming to support holistic patient care

  • Collaborate with internal and external stakeholders to develop and implement program policies, protocols, and procedures

Equity & Community-Focused Care

  • Ensure services are culturally competent, accessible, and responsive to community needs

  • Support underserved populations, including:
    Refugees and asylees
    Sexual and gender minorities
    Individuals with substance use disorders

Team Leadership & Development

  • Lead and mentor a multidisciplinary team of mental health professionals, including:
    Psychiatrists
    Psychiatric Nurse Practitioners
    Clinical Psychologists
    Clinical Social Workers
    Other behavioral health staff

Clinical Oversight

  • Ensure compliance with clinical guidelines, best practices, and regulatory standards

  • Serve as a clinical resource and mentor for staff, supporting complex case management

  • Conduct probationary, quarterly, and annual peer reviews, including chart reviews

  • Ensure desktop coverage aligns with CCI policies and operational standards

Program Development & Implementation

  • Design and implement evidence-based mental health programs and interventions

  • Collaborate with clinical leadership to integrate behavioral health into primary care

  • Support care delivery models such as:
    Telehealth services
    Warm handoffs
    Daily care team huddles

  • Monitor and evaluate program effectiveness using data-driven insights

  • Continuously improve services based on outcomes and patient needs

Collaboration & Advocacy

  • Partner with community organizations, public health agencies, and stakeholders

  • Promote mental health awareness and improve access to care

  • Advocate for policies addressing social determinants of health and mental well-being

Data Analysis & Reporting

  • Use data analytics to monitor clinical performance and identify trends

  • Implement quality improvement initiatives within the mental health department

  • Ensure compliance with reporting requirements from funders and accreditation bodies

  • Maintain accurate and timely documentation

Minimum Qualifications

  • MD, DO, NP, or PhD/PsyD in Psychology from an accredited program

  • Active licensure in the State of Maryland (medical or psychology license)

  • Minimum of five (5) years of experience in mental health services, including leadership and program development

  • Proven experience managing multidisciplinary teams

Skills & Competencies

  • Strong understanding of integrated behavioral health models and evidence-based practices

  • Excellent verbal and written communication skills

  • Strong diagnostic, analytical, problem-solving, and critical thinking abilities

  • Ability to collaborate effectively across diverse, multidisciplinary teams

  • High level of customer service and patient-centered care focus

  • Knowledge of current healthcare technologies, particularly in mental health
